What's the difference between "up town" and "down town?"

"I will be back later, I am going up town."

"I will be back later, I am going down town."

I have heard each and they both seem like the same thing to me, in spite of being opposites.

Difficulty: no sexual euphemisms.

I've always equated "down town" with more of the business/industrial part of town, while "up town" would be in a classier part of town.

How could going down town be a sexual euphemism?
