My coworker just gave me a running translation. It says pretty much exactly what you think it does.

At the end what the girl says is addressed to several specific politicians, which is interesting. It's not a general message so much as a specific calling out of certain assholes in power. Apparently.
"ATTENTION: Customers browsing porn must hold magazines with both hands at all times!"
