Nevada's reasons are obvious, although it's funny the one racket for profit that's prohibited there is the numbers game. Mississippi is in the same boat.
Alaska and Hawaii think their populations are too sparse.
That leaves Utah ...

I think maybe 10 people in the state of Alabama can count past 20, so that's probably the main reason.
