Who cares? It's something. Besides, I'll bet peeps are more afraid of breaking the law over there then they are over here.
And the article does mention some arrests that have already taken place.

It's been against the law to poach rhinos in Africa for fuck knows how long. Many populations were still hunted to extinction ... because the African bush is fucking huge. So is China.

The difference is that this isn't about hunting. They're not trying to stop the source. They're trying to stop the market.
They're treating the disease, not the symptom.
