The first chart is misleading. For example Texas is ranked number 2 most corrupt there, but it's just because we're a big state. We're in the better 50 percentile on the per capita chart.

Besides, any measurement of corruption that doesn't have DC at the top of the list is clearly flawed.

Yeah, the per capita chart is better.

How bad is DC to be worse than the USVI?
