Were I a disreputable hacker, I'd target their systems just for the sheer amusement. Unless they're outsourcing their Thought Police jobs to competent pools of talent, Iran's not going to be a cyber-superpower anytime soon.

The Iranian people are surprisingly tech savvy. That's one of the things the world learned last year during their Twitter revolts. You had local Iranian groups setting up complex proxy systems to get around the governmental network blockades. It was interesting to see.

Now the government there is most definitely NOT tech savvy. And the odds are good that any Iranians they hire to do the work will either not be qualified or will be themselves one of the people they are supposed to be catching. They're going to have a hard time finding qualified Iranians that will actually properly do what they are wanting them to do.

Any techie Iranians are bright enough to get to the version of world news not filtered through their insane police state idiocies. Which also means they're bright enough to figure out their gov't is driving their future and livelihood into the ground. Which makes them unlikely to help their gov't step into the 21st century. They had to import most of their nuclear tech from other countries.
