So wait: it's "Dr Castro" all the way through, except for the last time, it's "Mr Castro?"

And what's with this sentence?
The Cuban state...[pays] workers salaries of about $US20 ($21.82) a month in return for free healthcare and education, and nearly free transportation and housing.


So the workers give the state free goodies and get paid in return? WTF?

Good thing this wasn't on a blog; you don't get high-quality, layers-of-editorial-oversight copy like that on a blog.

I understood it as

low salaries "in exchange for" free healthcare/education,etc.

Like that's why salaries are so low.

Admittedly that one was Australian, so....

I still subscribe to the WSJ. The only paper worth a damn as far as I'm concerned.
