Japanese nationalism

When I spent 2 weeks in Japan in 1999.... I spent time all over Tokyo, Yokahama, and Kyoto.... I never saw a Japanese flag flying anywhere. I was told by a translator they were still ashamed of their war mongering and military adventurism in the 1940s.
In America there are American flags in front of every fast food joint, every hotel, every post office. In Japan in 1999..... nothing.
The other day I was in a waiting room, and the TV was showing some ice skating competition in.... Finland, or something. The Japanese skater starts, and suddenly the crowd were holding scores, hundreds, possibly, of Japanese flags.
Is their non-nationalistic mood changing, or was that just a one-time thing?
