How does Universal even have the rights to his character?
Technically, Namor is a mutant, which would make him an X-Man. However, his history is intertwined with the Fantastic Four. On top of that, he's currently featured in an Avengers book.
Namor would have been a great addition to the FF movies, but stand alone? I just don't see it.
In terms of the actual film it should be interesting. How much of the movie will they force to take place on dry land as opposed to under the water to make the effects budget manageable?

Universal obtained the film rights to Namor in the early ‘90s, when Marvel sold their characters to various film studios.

Why did they separate him from the FF, the Avengers, and the X-Men? Take into account what they did with Quicksilver and the Scarlet Witch...

Well, the first successes they had were X-Men and Spiderman in early 00s, and even those weren't spectacular. Before then they'd probably sell movie rights to nearly any third-tier character to anyone wanting it for a cup of coffee.

Marvel Studios was founded in '93. From the late '70s up until then, they licensed out all their dudes to other people. Why Universal picked Namor and why they still want him is beyond me.
