There are entire countries 95% populated and run by retards. You can't force curfew on them all without death or force, and both are ridiculously expensive.

3 airburst nukes. No immediate deaths, and no electronics work in China. This doesn't affect the half of the populatin living in mud huts, but the government ceases to exist. a billion starving chinese flow into russia.

Pretty much zero cost total war, total victory. We already have the nukes laying around. technically we make money not maintaining those 3 missiles any more.
