Labor doesn't mean like doing some sort of actual work. It's basically just another form of currency.

I don't mind the tax thing either. As hard as it is on me, because I own a lot of land, there's an easy fix for it. Don't own so much land. It's a good way to keep the land hording under control.

Not really. It's definitely activity based. Pretty much everything you do, as far as crafting, takes labor. Make something, takes labor. Sell something, takes labor. The only things that don't use labor is combat. Except, some of your loot requires labor to open and access. Your skills go up based on how much labor you spend doing them.

The only time labor becomes 'currency' is when paying taxes. You can spend labor points generating tax certs. I think they did this to give as many ways to pay them as possible.

I was referring to what it means to earn and use labor. You don't work the field with labor like you would in the real world. It's more like you spend labor as a currency to have the field changed to being worked. It's a currency you earn over time.

Please note that I'm specifically trying to explain it in terms implied by the question...

You can pay by working?

to which the answer would be no.
