At some point it's all arbitrary and meaningless. More useful (in my mind), is a score. Like if OH, NC, and TX are like 99, 98.90, and 98.50, and MA is 50.40, then yeah, any of those 3 are great, and MA sucks.

You can click on the state to get the overall score so you can compare 'a number'. OH and NC were just a couple of points different. That's as far as I got before losing interest.
