Some can be bought by certain corps.. Gallente tags for example, some can be asked for by agents for ISK in offers, Guritas and Sansha, Others can be used to do special things, like open special gates with Battleships behind them, as me and Cake found at.

It's just a mission you sometimes get in 3+4.
It's either Angel Cartel or Guritas, 5 deadspace pockets filled with 30+ cruisers and escorts.
If you have a Palladium tag you can go on to a bonus pocket, with a big scary battleship that hits for 350 dmg a pop.
