That's how I feel (lump sum). The discount rate that they use is low (think government bonds), so if you invest in the market, you should, in theory, come out ahead.

Aside from the military, who cannot pass an audit, most federal agencies are audited and actually pass. See DOGE and their inability to find waste/corruption, and just cancel projects that conservatives didn't like.
