I received a "Limited Neural Boost - Beta" for doing a storyline mission.
It gives a 2 point boost to Willpower. It's also worth 10-14 million.
Should I plug it in or sell it?

Depends on your needs, and how likely you think you are to get podded.
But willpower, imo, ranks just above charisma in terms of usefulness. It's like perception's red-headed stepchild.

I was really hoping it'd decrease my training time on items.

Willpower is important for all the Spaceship command skills.
This will become more important as you specialize yourself beyond the basic cruiser/battecruiser.

But right now 9-14 million means more to me than 2 will power points.

Important, but still only secondary. Perception +2 would be much more beneficial
Heck, sell this, buy a Percep +1, and pocket the difference, and you'll end up about the same training-wise, and better off $-wise.
