I once heard a Dennis Miller quote about drugs that went something like "You could get rid of every drug on the planet and people would resort to spinning around in their yard until they were dizzy for the high."
If somebody wants to smell fermented shit and piss to get high, you're not going to ever be able to stop them.
I'm actually rather curious as to why this is just now becoming a popular option here. Our prisons are filled with every conceivable way of getting high on anything yet this hasn't caught on there in the past?

You'd need to get a way to collect concentrated amounts of the vapours. Besides, a complacent, altered state of mind is not the most desirable trait to have in a building full of criminals.
