No, no, no, that's not a lie. He just assumed that if you had insurance that didn't meet his standards, you certainly wouldn't like it. You would hate that insurance, and be happy to see it cancelled.

Could be true. These days the US Government considers everyone to be adversarial. They treat their citizens as adversarial, they treat all other countries as adversarial, some parts of the US Government even treats other parts of the US Government as adversarial.
Everyone and everything is guilty until proven innocent now.
