I am in favor of stopping mass murder when we can, but I don't think we really can in this case. Not effectively, at least. The UN might be able to put something together, but that is unlikely as they are almost never effective just on general principle.

I just saw on the Twitters that Russia has compiled its own 100 page report detailing evidence that the Syrian rebels were behind the gas attack.
Quite honestly, Russia's position seems strong. Why would the government use gas on civilians in a war it's winning? Who would benefit from such an attack? The government or the rebels?
I think instead of randomly bombing, they should really investigate the issue and be 100% sure that the Syrian government was actually behind the attack.

Civies are easier targets. Maybe they were providing assistance. Maybe they just want to break any local public support for the rebels. Again, in a war they're winning, and knowing it could easily bring other countries into the fray and seriously damage their chances of winning? It makes no sense.
Things were far more dire early on, and they didn't use them then.
