It won't be part of withholding, and unless they take them all to court over it then they can't just take their paychecks. It's a paid-at-the-end-of-the-year tax thing, and I expect a lot of people will just stop filing.

No, they can't, they have to go to court and get a judgement against them. Which is easy enough to do, but I'm predicting millions of these cases. The majority of people without healthcare who are used to getting money back on their taxes will find they have to pay, and they just won't file. And the IRS is not set up to handle that sort of load, and the feds know this and won't let it get that far. Obamacare will be extended and extended and then eventually dropped before it is actually enforced.

Well, traditionally lawmakers have passed laws intended to shape citizen behavior, like taxes on cigarettes and the like. They've failed miserably, of course, because lawmakers aren't capable of understanding humans. But my point is the idea is nothing new, it's just admitting incompetence and seeking specialists that is new.

The May 2012 audit found 2,776 incidents of "unauthorized collection, storage, access to or distribution of legally protected communications" in the preceding 12 months, the Post reported in its story.
"Most were unintended. Many involved failures of due diligence or violations of standard operating procedure," said the Post article by reporter Barton Gellman. "The most serious incidents included a violation of a court order and unauthorized use of data about more than 3,000 Americans and green-card holders."

Before the vote, RNC Chairman Reince Priebus decried what he called the "obvious bias" of a network that would spotlight Clinton in this fashion.
