According to the article, they're "gaming the system" mostly by providing high-quality medical care that does not result in readmittance for the same problem and expanding their ability to treat patients efficiently.

Yeah, education is important. If only universities provided some.
The speech is a follow-up to Obama's State of the Union pledge to "continue to engage Congress to ensure not only that our targeting, detention and prosecution of terrorists remains consistent with our laws and system of checks and balances, but that our efforts are even more transparent to the American people and to the world."
Sounds like a hell of a summer comedy to me.

C-SPAN just shows the lazy bureaucrats in their natural habitat.
Now in Obama's defense, I'm ok with killing American citizens without trial in certain situations. For example: If they're the new leader of Al Queda and are sitting in some bunker in the Middle East. Fuck them.
However, if they are on American soil, I believe arrest should be the first option.
Anyway, I love this news story because what more can this guy do to break every promise he made and shit all over the beliefs of the folks who voted for him?
