On the PBE, once a turret is destroyed, it no longer appears on the mini-map.
There are 14 new mastery icons on the PBE, but no news on what they're for yet. Note: They do NOT apply to any existing masteries.
This one is huge, Team Builder. Think solo queue except you pre-select your preferred position, and then it places you with other folks to complete a 5 man team. There's a fuck ton of info into that article.

You can Mystery Gift someone for 490 RP during this year's Harrowing, and they can get any skin for a character, including Ultimate skins.
Turret indicators are coming to training and bot games. They will allow you to see turret range, so you can take that knowledge into regular games.
Technically, this could be considered a small buff for Teemo on TT.
Harrowing ward skins are now permanent.

one of the common situations is that most players don't have significant quantities of IP lying around.

(For example, I have Old Saint Zilean and Mighty Jax. I've often wanted to, when picking that champion for other people, be able to let them use that skin.)

"We're currently working on a bunch of stuff that's planned for release during the Pre-Season of Season 4. That includes a number of adjustments to fighters, things to improve the overall state of support and jungle play plus some other stuff we're still finalizing. Not all of that will be released at once and the fighter stuff won't be part of the first pre-season patch. We'll talk details closer to the time, right now we're really focusing on getting the core of the changes sorted out.
One thing I can mention at the moment though is that we're looking to create more distinctive niches for fighters. Right now a number of our fighters are somewhat interchangeable in terms of the gameplay experience they offer and what they bring to a team. As a result if you're after a figher picking whoever's got the best chance of winning the laning phase is a common choice, which can result in a small pool of regular picks. Other roles, such as supports for example, have much more defined niches (pick Leona for an early kill lane/strong dive initiations, Janna for a really defensive peel role, Blitzcrank for a opportunistic pick comp, Zyra for an AOE/anti melee pick etc). That's not to say support balance is perfect, or that defining clear niches for fighters will be a simple, immediate solution to fighter issues. It is however a direction we believe can do a lot to help create a situation where a sizable number of fighters are seen as attractive picks at the same time."

In our research, we were surprised that role preferences were pretty diverse. When we surveyed players and asked what their preferred role was, about 15% of players preferred playing Support, 14% of players preferred playing Jungle, and 5% of players were willing to fill any role.

The PBE is completely changing. They're going to be restricting access to far fewer players, and they'll be hand picked. They're going to expect you to give constant and quality feedback, and they'll be booting folks from the program all the time. 
They're also going to start putting content in that is much farther out in the development cycle. So instead of just the next champ, folks on the PBE might see the next 3 or 4 champs.

-It occurred to me the other night that Rifle is still calling plays. I thought we were having Cake take the point on this?
-I was looking for a good Kennen guide (I realized my AP runes and masteries have stuff that doesn't apply to him...), and found a ridiculously high ranked Singed build (look at the ratings!) and a Maokai build. They're S3, which will end soon, but thought you guys might want to see them.

1.   Love the "enter solo queue as top" function.  That is the main reason I don't solo more.... no one gets the lanes they want, everyone gets pissed, I don't like playing with pissed off people.
2. That is pretty close to my Singed build, but the masteries/runes are pretty different from what I do. I will look in to it.

Jinx, Kass, Jayce, Mao, and Vi (me) vs. Cait, Zyra, Irelia, Jax, Le Blanc
Our first pick guy stole adc (pick order bro) and insta locked Jinx. After all the lanes were called, no one called support, of course. I was last pick. Someone mentions "No support?" I said "Is there ever?" They agreed. So, picks continued. Kass and Mao locked next. Mao said "bottom". Jinx asked him to take exhaust, Mao declined with root and slow. So, I got jungle. Thank you.
Load screen starts and I scout the teams. With 1% of each other. Our Jinx is supposed to be pretty decent though (compared to other bronze). Cool.
Game starts. Jinx doesn't leave spawn. Game continues, Jinx doesn't leave spawn. Yay. AFK insta locking adc. I get to my red and Jax stole it. I go right to his with my smite. He's pulling his red AWAY from the bushes. Ok. . . I wait and smite steal. He's at 30% health, I'm full, Kass pings on his way. I attack. It's Jax, and early, so I'm not doing much. I see their top coming. Then their mid responds, then our Jayce. Kass and I get pinched and die. 2 - 0 exchange. Blah.
Game continues, Jayce is feeding Irelia, kinda bad. Not train wreck bad. But "stop it now, idiot" bad. Mau is holding bot and going full tank/AP mao. Getting fed too. Kass is winning his lane by a kill or two, but losing CS. Over all, we are holding out, except for top.
Then roaming starts. And we just clicked. We were where we needed to be to support each other. Bait, turn, double kill. We didn't lose any exchanges. We were keeping the lanes pushing in their direction instead of ours. Except for top. Irelia is pushing hard. We would get an advantage, but couldn't go strong with it because of the top split push. But, we were whittling them away, bit by bit. They were damaging us too, but, we were actually getting a pretty decent kill lead. Kass was starting to rape and could insta pop Cait. And if we could keep the rest busy/slow long enough, he'd kill them too. Jax would disappear in about 3 seconds. Etc. We were pushing mid hard at this point, they were still trying to split push top. So, whoever was the most hurt would go back for D. At one point, me, Kass and Mao were down to about 11% health each, and Jax came in, full health. I dashed, but he jumped and stunned me. But, my dash brought up my shield, and I had hit a heal potion. They turn and burst him. Big chunk gone. Then I start hitting him and he's spinning/dodging. Kass and Mao still lay into him. Mao roots and me and Kass hit him. Now Jax is trying to run, Kass ult, dead. It was quite awesome.
We continue our assault. Making ZERO mistakes. Yes, we would die, but it was never more than one of us, and it was never because we were alone getting blue or something stupid like that.
Then, at end game, we are all back, we all shopped and we started a hard push up mid. They were split pushing and we were sprinting up mid, not even waiting for our minions. Irelia is split pushing top again with Zyra. Jax is pushing bottom back (again, we always had the minions pushing them). We get to mid and Cait and Le Blanc are defending their inhib turret. Kass dives POW, Cait explodes, but he doesn't kill her. I dash at her while Kass ults out of the turret. I'm tanking, and he kills her. LB was getting pounded by Mao and Jayce. I take two more hits from the turret then let the minions take over. Turret goes down quick. Irelia continues to push top. We are taking their inhib while she is taking our inhib turret. Base race! But, we are so beefed up at this point that we just roll them. We are tanking BOTH nexus turrets while we kill Jax and Zyra. Continue tanking while we kill both turrets. By the time the second dropped, I was down to 25% health. I had been tanking the whole time. Irelia takes our inhib and recalls. Kass holds her off while we hit the Nexus. Mao roots her, we keep hitting nexus. She ends up dying to someone's ability and then the nexus blows up.
4v5. HARD core team work. Played the entire game NOT TO FUCKING DIE!! and it worked fucking perfect. We had the kill lead, by a LOT, had all the lanes pushed one tower deep, won with a mid push, never took the dragon, never went baron. They took all towers top lane, but didn't kill the top inhib (watched the replay. She recalled when it was at 10%), took all of mid lane, except the inhib. Two towers bottom lane. We had over twice the kills the entire game, but didn't catch up in gold until 30 minutes in. They had a 2-4k gold lead till then.
The second to last team fight of the game, we met right in the middle of mid lane. But we were 4v4. Zyra was worried about their bottom lane. She was fighting the minions at the spot where their first tower would have been. Our minions did not have a strong push, their second tower was NOT in danger. As we group up in mid, their Jax peals away from the group and starts fighting the wraiths. Zyra is pinging bot lane repeatedly. She REALLY did not like our minions there for some reason. Le Blanc starts heading that way, and Irelia is heading towards top. Kass ults and insta pops Cait who was at 70% health due to a Mao present she just took to the face. We push. LB and Zyra get bottom pushing our way and head back to mid. Irelia changed her mind about going top when Cait died and was in the area. Jax finished wraiths and came in behind us while we were killing their second mid turret. Then ended up converging pretty well, focused well, and in the end, 3 of us died. Kass lived. They push our mid hard, and Kass holds them. They take our inhib turret and start on the inhib. But, they separate again. Kass bursts Jax, who was at 30% health and kills him. This stops their inhib bashing and they retreat. Meanwhile, we are spawning and heading in. This is the push that wins the game for us. We push mid hard. LB stops at blue on the way back. We are pushing hard. Irelia goes top. We are pushing. Cait is waiting at their inhib turret as we kill their second mid turret. LB is taking the time to get all three creeps at blue while we kill their turret. Irelia pushes top. Zyra recalls from bot to defend with Cait. As we roll up on the inhib turret, Cait is actually alone, but Zyra is at their nexus turrets and on her way. That's when Kass dives, etc, as read above. So, a couple details were off above. The replay refreshed my memory.

Some dude talking more about season 4 changes.  Its starting to look really cool and changing alot of what needs to be done.  I'm hoping they start implementing these shortly after the season ends.

How to use Trinkets should be the first thing to learn; they are definitely the most important items in this version of the game.
Big changes to the assist system and support role will let the support have more carrying power. In this version, supports can get gold from various sources (masteries, assists, towers, new items, and the gold ADs obtain). In the testing, I found out that gold from assists are just way too much. During testing, Madlife would always have a lot of items. One time, when he was supporting me, he had Philosopher's Stone, Ruby Sightstone, and potions before 8 minutes. We won that match easily. If support and AD can win bot lane, the support can definitely carry. I believe many different supports will appear in future tournaments
The changes to jungle involve a new jungle camp and itemization changes. I've got to say that right now, the gold increase from jungle items is too much, especially Wriggles Lantern (giving an additional 40% gold of jungle creeps in testing). Several other items also give pretty good gold. The increase to assist gold will let the jungler, who is already roaming all game, get more gold. The new jungle camp is definitely a blessing in the preseason. It gives decent experience and gold, and isn't hard to take down. It also gives balance to the map, letting every quarter of the map have 3 jungle camps, making jungle diversity richer.
The S4 changes are definitely interesting, and we had a lot of fun in testing. Support is no longer negligible, and the changes to masteries also let AP become more interesting. Although support and junglers are becoming stronger, the damage of AP and AD will also increase due to masteries changes. This version of the game will need the AP to be more active in roaming in tandem with the jungler, since there are more resources to contest on the map. How to help the jungle and other lanes get more jungle resources and tower gold will the main objective of the new season.
During testing, we found that every game proceeded very quickly. The gold increase from first tier turrets (the killer of the first tier turret will get 250 gold + 75 gold to everyone), will let the game develop faster. On the whole, the game rhythm will develop from active early game fights: towers, dragon, and buffs will all become extremely important objectives to contest. The Sightstone will also let the winning side get more chances to attack, while the defending side will also have some ability to strike back.
The changes to Baron buff (the buff holding side will receive a buff similar to Mobility boots and a percentage increase to tower damage). So with the buff, the speed of taking down towers is like...I think a TF with Lich Bane and Deathcap can take down an inhibitor turret in 2 blue cards? Baron buff no longer gives any fighting power, so the defending side has to actively attack, or else the towers go down way too fast.
After testing, I am truly looking forward to the preseason. This will definitely be a very fun version. We've been playing the S3 version for a very long time. Even though S3 is an excellent version, I am still eager for the new version, because the changes are very interesting and attractive. Nobody knows which champions and what strategies will become mainstream in the preseason tournaments.

- Mid laners will gain increased damage from the revised Masteries, but they’ll also need to roam more, as there will be more objectives to secure
