Dude's right, though, calling 911 isn't a viable option to stop most crimes. 				I've never understood the hide and pray sort of response training.  It's not that that sort of thing "no longer works" it's that it never really did and people are starting to realize how it's not the best of ideas.
But more importantly, what happened to heroism?  What happened to "I may be nearly guaranteed to die doing this, but maybe I can stop this guy from shooting anyone else"?  Exactly when did we give up on trying to save people and turn that over to government employees?
