Don't have a strategy yet.
The U.S. has carried out airstrikes against ISIS in northern Iraq and the president has been considering similar strikes in Syria. Obama indicated that such strikes were not imminent, saying “we don't have a strategy yet.”
Oh yeah, he's punting on immigration as well.

Even if you can define which half of the empire you're talking about and precisely what "fall" means, no. Their borders got forced open when they couldn't field enough legions to stop the local barbarians from encroaching on Roman territory. Those local tribes were running the fuck away from even less friendly invaders.
As a bonus, some of those dudes ended up saving Rome's ass until the western rulers finally insulted them one too many times by refusing to integrate them as full citizens. Then the locals sacked the fuck out of Rome a time or two. By setting up a system where naturalized citizens were continually viewed as second-class even after honourable military service, the Roman power structure became increasingly inbred, incompetent, and incapable, all in the name of keeping the high-class bloodlines "pure."
