I hope losers stop being losers and are able to make something of themselves. In the meantime, I want losers to stop dragging down everyone else that happens to share a classroom with them. There is nothing virtuous about turning 80% of kids into losers because your trying to change the 20%.

Okay, if what you were doing outside the classroom is where you received most of your benefit in education, I'm having some trouble following your justification for not wanting to keep the troublemakers out of the classroom. Let them pick up their lessons and go home with them to work on it away from everyone else that isn't being a disruption.

No. The opposite. I want to make the the NEDs have a mandatory educational experience that gets progressively less and less subtle and free as their behaviour gets worse. I mean fucking mandatory. As in, "Someone's making sure your ass doesn't become a substantial drain on society" half a notch above boarding/military school. Checking out isn't an option because then you're not being watched and fuck knows what you get into.
The Ralph Wiggums of the world (not NEDs but not the brightest of the bunch) get separated out from the NEDs as much as fucking possible. We'll say whoever's not a Wiggum or NED is "normal." Wiggums can mix with the normals and might even benefit from the experience. NEDs poison things wherever they go. They are liabilities. Be prepared to make the effort to drag them back into society, kicking and screaming if necessary, because "wherever" extends to outside the school yard.
The better you do in school and the less of a dick you are, the more I'm inclined to give you freedom to run your own shit. Get a 4.0? Sweet, you get a couple extra days off this year. I despise using schooling as a measuring stick for these things, but if you're going there, may as well.

Again, quite the contrary. I'm saying they need to be kept IN public school, just different kinds of schools than Wiggums and normals. I address the following section to NEDs, not the physically/mentally handicapped. The goal needs to be a confident "yes" to the question of, "Are you capable of getting your shit in order in life in general and taking care of yourself?" If you can't convince me you got a way of making a living out in the real world, then I'm assuming you'll become a problem to others once your parent's/sister's/friend's couch asserts its authority and kicks you off itself, and I'm going to lean towards "no." Fuck forbid you marrying anyone or having kids. If your life ain't in order, thinking one of those two things will bring order is like taking your life savings to a roulette wheel, betting it all on 00, and calling it a retirement plan. This is where you can hit people where they'll pay attention. Take away their driving privs and various other things until they prove they deserve it. If you wanted to get extremely evil, you could go with the suggestion of controlling the ability to marry, inherit/own property, or breed.
Previously, we'd let natural selection take its course. This is no longer acceptable to mainstream society (aka, people who vote).
If their behaviour gets bad enough, they get perma-juvie status until they hit the age of majority. Then they can get promoted to prison if they continue to be dicks. But they aren't getting kicked out into the world if everyone's 99% sure they're going to be a fucking problem.
