It wouldn't be grid failure, it would be rolling blackouts. Actually, we were very close to that within the past year here in NC. Maybe it would have been rolling blackouts if your lose the one power plant that has you above capacity, but I think they're going to be closing something like a dozen coal plants in the next year?
