What the fuck? Look, I understand that as a citizen it is within her right to refuse to testify. But as a government employee this action should require immediate dismissal. You can invoke your fifth amendment right without admitting to guilt, but the cost is to lose your job and stop suckling off the public tit. That's the way it should be.

Then give the job to someone else that is willing to answer to the People.

The IRS seems to be the place to be to get IT contracts and not deliver. They spent $4.4 billion the last few years on IT infrastructure. Lots of it on data storage.

I think there's a significant chance he actually believes this. I sometimes wonder how thick are the walls of the bubble in which he lives. It is hard to believe the guy could be as completely evil and/or stupid as he seems lately... it is easier to believe the evil and stupidity is coming from the cuts of a thousand different knives all getting a little piece for themselves, and they don't let him watch the news, as he says himself in this article.
