.... I also ran relays. I give this 49% chance of being an accident. I was once hurdling, and the fuckstick in the lane next to me hit his hurdle just right and sent it tumbling into my lane, and my arms were pinwheeling for a few moments as I tried to dodge it and balance and stay in my lane. So.......... maybe she was trying to stay in the lane and lost her balance.

I think from the angle in the video, it's intentional.
However, there's an angle in the thread from a local news report that gave me pause. It's from behind and it's just blurry enough to make me wonder.
But ultimately, I think it was intentional. Just pretending to run in place and mimic her excuse...there is absolutely no motion, even if the baton is stuck in someone's hair or arm, that would force an arm up and then down into someone's head. If it got stuck, it would be far more likely that the arm gets pulled out and backwards. Plus, the other runner's head would react and it didn't.

And looking at it again on YouTube at .25 speed, I think they do hit or get tangled slightly, but that did not cause an accident to occur. Instead, this girl intentionally swung in clear frustration.
