Incompetent department demands more money.
Why can't they just admit they don't give a fuck what happens to soldiers when they return home? If they did, qualified people would be put in charge of the department, it wouldn't run rampant with corruption and bureaucracy, and it would get enough cash.
It would take a fraction of the manpower and resources that Obama used to staff his first campaign.
